Indian Railways cancels normal train bookings till June 30; full refund to passengers

In a major announcement, IRCTC has cancelled all the previous bookings done on normal trains till June 30 in the wake of Coronavirus pandemic. The railways will also refund the full amount to every passenger. Meanwhile, Special and Shramik Express trains will continue to run as planned. The ticket refunds will be provided to the passengers with effect from March 21, as per railways.

On Wednesday, the Railway Board issued an order that talked about the waiting list provision on the currently operational special trains for journeys starting May 22. The railways has capped the waiting list on special trains as following:

100 for AC 3 tier
50 for AC 2 tier
200 for Sleeper Class
100 for chair-cars
20 for First AC
20 for Executive Class

The next special trains booking will open on May 15 for journeys commencing May 22.

However, according to the railways notification, only Shramik trains, ferrying home lakhs of migrant workers who are stranded across the country given the COVID-19 lockdown, will run as planned.

The revised guidelines issued by the railways on cancellation

The Ministry of Railways has issued revised guidelines on cancellation of the tickets, with effect from March 21. The notification read, “Full refund of cancellation amount so deducted, on cancellation of already booked reserved tickets, for journey period starting from March 21, 2020.”

Guidelines:

1) On the trains cancelled by the Indian Railways, the guideline states that refund across the counter can be taken on submission of ticket up to six months from date of journey (instead of 3 days excluding day of journey).

2) Tickets booked online will also be refunded. Refund of balance amount of cancellation charge so deducted shall be credited to the account of the passengers from which ticket was booked.

3) For trains not cancelled: In case the passenger does not want to travel, it would be treated as a special case and full refund for already booked reserved tickets, from both PSR counter generated and E-tickets, shall be given.

4) For those who booked their tickets from Passenger Reservation System (PRS) counters, they can file TDR (Ticket Deposit Receipt) within six months from the date of journey (earlier it was 3 days) at the station and submit the TDR form within next sixty days (earlier it was 10 days) to Chief Claims Officer/CCM Refund (subject to verification).
